Note: In pre-patch, Mastery has less value because you have less Dragonrage uptime.
Mastery: Giantkiller scales down linearly, which means that it is at full value when the target is at 100% health and half value when the target is at 50%. Dragonrage with Tyranny gives the full value of Mastery. This means delaying your first Dragonrage in an encounter is worthwhile so long as it doesn’t cost you a usage. Because of this, the value of Mastery Rating is based on how well you use Dragonrage.
Even in the worst case where you use Dragonrage immediately on the pull, Mastery is still strong enough to be favored.
