In order to open up the Vale at this time, you would be required to go to the Temple of the White Tiger in Kun-Lai Summit, and complete a small trial for Xuen. After this trial is completed, he and the other Celestials will open the Vale for you. After this, you can run with your ground mount to the Shrine of Two Moons in the Vale.
Or, as a simpler alternative, ask a mage to port you. Those mages do come in handy for what you're seeking.

Take the north fork and follow the path to reach the Shrine of Two Moons, the Horde capital city in the Vale of Eternal Blossoms. Fotunate Fu¦Ø can be found on the lower level.
The Shrine of Two Moons is the major Horde capital city within the Vale of Eternal Blossoms and all of Pandaria. It is an enormous two-story structure located east of the Emperor's Approach. Contained within are members of the Pandaria-related factions, including the Anglers, Golden Lotus, Lorewalkers, and Shado-Pan, just to name a few.
All the typical amenities associated with a major city can be found here, with the exception of profession and class trainers (at least currently). A flight trainer is also here, ready to teach flying to any new level 90 players that happen to pass through.
